Dover is launching an initiative aimed at attracting new businesses to its historic downtown. Officials unveiled the "Unlock the Block" program yesterday, which will focus primarily on filling vacant first-floor commercial spaces on Loockerman Street. Local experts will pick aspiring business owners through a pitch competition. The winners will get incentives and help with fee waivers, business consulting services, technical assistance and cash contributions.
