(Dover, DE)---Legislation is being introduced that could open the way for a $31 million exit off Route 1 to help benefit Dover Mall. A series of five bills would allow Dover and Kent County to issue transportation bonds to be paid off using tolls, tax increment financing, or special development district designations. Supporters say the road project would allow Dover Mall to draw high-end stores and more shoppers in an effort to better compete with Christiana Mall and downstate outlets.
