Heavy Rains, Wind Expected

(Dover, DE)  --  Delawareans are being warned about potential flash flooding.  A flash flood watch goes into effect this afternoon and will remain through late tonight.  The National Weather Service says moderate to heavy rainfall will develop this afternoon with totals in some areas reaching two-to-three inches.  The heaviest rain is expected to fall across portions of Delmarva and the I-95 corridor.  Parts of the state could also see wind gusts of up to 40-miles-per-hour.
